Privatisation became a central feature of economic and development policy in scores of countries around the world in the 1990s, but few have evaluated the experience properly, and fewer still have evaluated the impact on workers.

The government of Uganda is an exception. In 2004, as part of a Privatisation Impact Assessment funded by the UK’s Department for International Development (DFID), Public World was commissioned to undertake a study of the employment effects.

Our primary research included detailed documentary analysis and interviews with government officials, privatised enterprises and union representatives across several sectors, with particular focus on telecoms, hotels and clay products.

We studied the impact on worker numbers, severance terms and their costs, changes in forms of employment (with particular focus on casual and contract labour) and trends in work organisation and employment practices.
